The Eudora News on Nov.15 again provided insightful discussion of Eudora's recent annexation of Rural Water District No. 4's service territory, referencing the federal law that provides the district with the exclusive right to provide water inside the City-annexed territory. The properties recently annexed by the city comprise some 153 acres, and the district estimates that customers in these areas would generate in excess of $6 million in value to the district over the coming 40 years.

If the city of Eudora desires to serve this territory, the water board believes the city must adequately compensate the district for this lost service area, but to date, the city has made no formal offer to do so.

Our negotiations and/or litigation with the city should not hamper developers in any way, as RWD No. 4 currently supplies water to customers within and adjacent to the annexed area, and is prepared to supply water to additional customers within our service territory at any time.

The water board anticipated the growth that is set to occur in this part of the district's service territory, and the board continues to seek an agreement with the city of Eudora that is mutually beneficial.
